ICANN is short for the Internet Corporation for Assigned Names and Numbers. Located in Marina Del Rey, California, US, and is a non-profit corporation created on September 18, 1998 to oversee a number of Internet/web related tasks which were previously performed directly on behalf of the U.S. government by other organizations, including the Internet Assigned Numbers Authority (IANA).

ICANN is responsible for Internet Protocol (IP) address space allocation and protocol identifier assignment, generic (gTLD) and country code Top Level Domain name system management. ICANN is basically responsible for managing the assignment of domain names and IP addresses.
